While there is a long history of funders who have attempted to ameliorate racial inequities, American philanthropy is fundamentally shaped by the structural racism that has determined <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2018\/10\/11\/its-time-for-an-intervention-edgar-villanueva-has-a-message-for-philanthropy\" target=\"_blank\" rel=\"noreferrer noopener\">how wealth is accumulated and by whom<\/a>. Funders have variously upheld or attempted to shift this power dynamic.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/racialequity.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Philanthropic Initiative for Racial Equity<\/a> (PRE) defines racial equity as a focus on \u201cthe prevention of harm and the redistribution of benefits within existing systems,\u201d while racial justice focuses on \u201cpower-building and transformative goals, explicitly seeking to generate enough power among disenfranchised people to change the fundamental rules of society.\u201d<\/p>\n\n\n\n<p>By any measure, philanthropic giving for racial equity and racial justice is not commensurate with the impact of racism on U.S. society. In 2018, \u201conly 6% of philanthropic dollars supported racial equity work and only 1% supported racial justice work,\u201d <a href=\"https:\/\/racialequity.org\/mismatched\/\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a> PRE. That was after years of steady growth in philanthropy for racial equity, from 2011 through 2018, PRE <a href=\"https:\/\/racialequity.org\/mismatched\/\" target=\"_blank\" rel=\"noreferrer noopener\">found<\/a>.<\/p>\n\n\n\n<p>2020 saw a surge of giving in this area \u2013 though not quite as much as <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2022-8-31-11-major-foundation-racial-justice-pledges-and-progress-to-date\" target=\"_blank\" rel=\"noreferrer noopener\">pledged<\/a>. But the surge started <a href=\"https:\/\/racialequity.org\/2024\/05\/4years-after-george-floyd\/\" target=\"_blank\" rel=\"noreferrer noopener\">declining in 2021 and even more so in 2022<\/a>, per PRE. In a <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2022\/6\/6\/we-surveyed-hundreds-of-philanthropy-professionals-heres-what-we-found\" target=\"_blank\" rel=\"noreferrer noopener\">survey<\/a> IP conducted in 2022, nearly two-thirds of respondents said, \u201crecent efforts to prioritize and center racial justice issues in philanthropy\u201d are \u201cessential and need to go much further.\u201d<\/p>\n\n\n\n<p>Today, it remains to be seen <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2024-6-19-with-racial-equity-under-fire-will-grantmakers-sustain-their-commitments\" target=\"_blank\" rel=\"noreferrer noopener\">what will happen<\/a> to <a href=\"https:\/\/www.insidephilanthropy.com\/home\/how-reparations-advocacy-funders-hope-to-survive-the-dei-backlash\" target=\"_blank\" rel=\"noreferrer noopener\">grantmaking for racial justice<\/a><a href=\"https:\/\/www.insidephilanthropy.com\/home\/2023\/10\/3\/affirmative-action-counteraction-requires-philanthropy-to-step-up\" target=\"_blank\" rel=\"noreferrer noopener\"> in the face of a <\/a>conservative backlash <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2023\/10\/3\/affirmative-action-counteraction-requires-philanthropy-to-step-up\" target=\"_blank\" rel=\"noreferrer noopener\">that includes the Supreme Court\u2019s 2023 ruling <\/a>against <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2023\/7\/25\/nine-ways-funders-can-increase-diversity-in-higher-ed-in-a-world-without-affirmative-action\" target=\"_blank\" rel=\"noreferrer noopener\">affirmative action<\/a> in college and university admissions; <a href=\"https:\/\/www.insidephilanthropy.com\/home\/whats-next-for-philanthropy-after-the-fearless-fund-settlement\">lawsuits<\/a> challenging philanthropic attempts to address racial disparities; and the Trump administration\u2019s <a href=\"https:\/\/apnews.com\/article\/dei-nonprofits-affirmative-action-freedom-fund-a5d3928a2c9bc8b85e844314664ec275\" target=\"_blank\" rel=\"noreferrer noopener\">attacks on diversity, equity and inclusion<\/a> programs, including a 2025 <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a> that directly threatens the DEI programs of private foundations.&nbsp;<\/p>\n<\/div><\/div>\n<\/div><\/div>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<!-- Non-displaying inline paywall marker. Position this block before the first full-width paragraph or just above the foundations list heading. -->\n<div id=\"ipInlineOffer\"><\/div>\n\n\n\n<p>Even before Trump\u2019s executive orders, there were \u201cexamples of grantmakers backing away from previously stated priorities, or even changing course on previously promised funding, whether because of fear of legal risk or political blowback,\u201d <a href=\"https:\/\/cep.org\/blog\/revisiting-7-big-questions-for-big-philanthropy-will-a-focus-on-racial-equity-be-sustained\/\" target=\"_blank\" rel=\"noreferrer noopener\">wrote Phil Buchanan<\/a>, president of the Center for Effective Philanthropy, in 2024. While <a href=\"https:\/\/www.insidephilanthropy.com\/home\/an-affinity-group-of-big-name-funders-aims-to-combat-backsliding-on-racial-equity\">some<\/a> <a href=\"https:\/\/www.insidephilanthropy.com\/home\/with-dei-under-fire-robert-wood-johnson-increases-its-commitment-to-diversity-in-medicine\" target=\"_blank\" rel=\"noreferrer noopener\">philanthropies<\/a> are <a href=\"https:\/\/www.rwjf.org\/en\/about-rwjf\/newsroom\/2025\/01\/rwjf-statement-condemning-executive-order-backsliding-on-dei-and-health.html\" target=\"_blank\" rel=\"noreferrer noopener\">proceeding<\/a> with racial justice and equity programs, others are already <a href=\"https:\/\/www.science.org\/content\/article\/hhmi-kills-program-aimed-boosting-inclusivity-stem-education?utm_campaign=Science&amp;utm_medium=ownedSocial&amp;utm_source=Bluesky\" target=\"_blank\" rel=\"noreferrer noopener\">preemptively shuttering<\/a> such programs.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-genesis-blocks-gb-container foundation-list gb-block-container\"><div class=\"gb-container-inside\"><div class=\"gb-container-content\">\n<h2 class=\"wp-block-heading\"><strong>Who is giving to racial equity and justice work?<\/strong><\/h2>\n\n\n\n<p>Private foundation funding for racial justice work has been concentrated among a few leading funders. The top 10 funders from 2015 through 2018 accounted for 60% of all racial justice funding, according to <a href=\"https:\/\/racialequity.org\/mismatched\/\" target=\"_blank\" rel=\"noreferrer noopener\">PRE<\/a>. Individual donors were a big part of the 2020 wave of donations. There are also numerous <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2022\/1\/6\/this-community-foundation-raised-10-millionand-countingto-help-latinos-build-power\" target=\"_blank\" rel=\"noreferrer noopener\">community foundations<\/a> and <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2024-2-21-amid-a-backlash-against-equity-work-this-racial-justice-fund-is-just-getting-started\" target=\"_blank\" rel=\"noreferrer noopener\">intermediaries<\/a> making grants for racial equity and justice.&nbsp;<\/p>\n\n\n\n<p>In 2024, the Council for Effective Philanthropy <a href=\"https:\/\/cep.org\/wp-content\/uploads\/2024\/12\/CEP_Research_Snapshot_Series_Political_Climate.pdf?t=1739223897\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> that 77% of surveyed foundation leaders \u201care concerned that their peers will retreat on racial equity efforts in the near future.\u201d We expect that foundations that have long made grants for racial justice and equity \u2013 such as the <a href=\"https:\/\/www.rwjf.org\/en\/about-rwjf\/newsroom\/2025\/01\/rwjf-statement-condemning-executive-order-backsliding-on-dei-and-health.html\" target=\"_blank\" rel=\"noreferrer noopener\">Robert Wood Johnson Foundation<\/a>, <a href=\"https:\/\/www.fordfoundation.org\/diversity-equity-and-inclusion\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ford Foundation<\/a>, <a href=\"https:\/\/www.insidephilanthropy.com\/find-a-grant\/grants-m\/macarthur-foundation\" target=\"_blank\" rel=\"noreferrer noopener\">MacArthur Foundation<\/a>, <a href=\"https:\/\/www.irvine.org\/insights\/our-steadfast-commitment-to-champion-fairness-and-equity-for-all-california-workers\/\" target=\"_blank\" rel=\"noreferrer noopener\">James Irvine Foundation<\/a>, <a href=\"https:\/\/www.aecf.org\/work\/equity-and-inclusion\" target=\"_blank\" rel=\"noreferrer noopener\">Annie E. Casey Foundation<\/a> and <a href=\"https:\/\/www.caseygrants.org\/core-grantmaking\" target=\"_blank\" rel=\"noreferrer noopener\">Marguerite Casey Foundation<\/a> \u2013 are likely to lead the way in continuing to fund this work and <a href=\"https:\/\/www.insidephilanthropy.com\/home\/an-affinity-group-of-big-name-funders-aims-to-combat-backsliding-on-racial-equity\" target=\"_blank\" rel=\"noreferrer noopener\">supporting others to do so<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Growing areas of racial equity funding to watch<\/strong><\/h2>\n\n\n\n<p>Funding trends to watch include grantmaking that considers not only which grants are made, but also how grants are made. Progressive funders in this space see <a href=\"https:\/\/www.insidephilanthropy.com\/explainers\/debate-multiyear-general-operating-support-vs-project-support\" target=\"_blank\" rel=\"noreferrer noopener\">general operating support<\/a>, <a href=\"https:\/\/www.insidephilanthropy.com\/explainers\/debate-who-should-decide-what-gets-funded\" target=\"_blank\" rel=\"noreferrer noopener\">participatory grantmaking<\/a>, <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2023\/8\/1\/the-future-of-equitable-giving-understanding-and-implementing-trust-based-philanthropy\" target=\"_blank\" rel=\"noreferrer noopener\">trust-based philanthropy<\/a> and diversity within philanthropic organizations as <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2022\/3\/8\/unprecedented-change-or-more-of-the-same-reports-assess-funders-2020-response\" target=\"_blank\" rel=\"noreferrer noopener\">essential components of antiracist grantmaking<\/a>. Some go even further: The <a href=\"https:\/\/decolonizingwealth.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Decolonizing Wealth Project<\/a> is working to build an Indigenous- and Black-led philanthropic infrastructure that approaches philanthropy through the lens of wealth redistribution and reparations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Gaps in racial equity funding<\/strong><\/h2>\n\n\n\n<p>\u201cFunding for racial justice, grassroots organizing and movement-oriented work remains low,\u201d reports the <a href=\"https:\/\/racialequity.org\/mismatched\/\" target=\"_blank\" rel=\"noreferrer noopener\">Philanthropic Initiative for Racial Equity<\/a>. Even when movements such as Black Lives Matter and Standing Rock have garnered national attention, grantmaking for the grassroots has not risen above <a href=\"https:\/\/racialequity.org\/mismatched\/\" target=\"_blank\" rel=\"noreferrer noopener\">1 to 2%<\/a> of giving for Black or Indigenous communities. <a href=\"https:\/\/www.insidephilanthropy.com\/home\/2023\/10\/5\/black-feminists-are-organizing-with-little-to-no-funding-here-are-three-ways-to-change-that\" target=\"_blank\" rel=\"noreferrer noopener\">Less than half of 1%<\/a> of global giving went to Black feminist movements in 2018, the Black Feminist Fund found.<\/p>\n\n\n\n<p>Meanwhile, <a href=\"https:\/\/hipfunds.org\/our-dna\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hispanics in Philanthropy<\/a> reports that less than 1% of overall philanthropy goes to Latino communities.
